This stipulation seeks to implement the 'Indonesian Political Manifesto as Guidelines rather than State Policy' (Manifesto Politik Republik Indonesia sebagai Garis-garis Besar daripada Haluan Negara) in the fields of mentality/religion/spirituality and culture. Among other things, it stipulates that religious education become part of the curriculum taught in state schools and state universities, with the understanding that students are entitled not to take part in such studies, and to express their objections. It also promotes the construction of houses of worship and religious organisations.
