In its preambular statement, this regional regulation states that the consumption of alcohol is contrary to religious teachings, ethics, and morality, and is even considered a social illness by society. Accordingly, the regulation prohibits all persons and legal entities from producing, selling, purchasing, circulating, storing and consuming all types of alcoholic beverages, whether they be industrially-processed or a traditional type of alcoholic beverage (art 2). Contravention of this provision carries a maximum penalty of six months' imprisonment or IDR 50 million (art 6(1)).
