This regional regulation prohibits prostitution in Buleleng, Bali (art 2). In its preambular statement, it states that prostitution is contrary to religious norms, moral norms, and noble values adhered to by society. The broader significance of this regional regulation is that, while it states that prostitution is contrary to religious norms, rather than Islamic norms, Bali is a predominantly Hindu island, but Buleleng regency is approximately 90 per cent Muslim. Therefore, this regulation is an example of how regulations that make references to religion (agama) rather than Islam still, arguably, seek to Islamise public life.
