This qanun states that the administration of accelerated, high-quality schools is based on, among other things, Islamism, truth, utility, nationhood, and family (art 2(1)). As with standard schools, the special purpose of accelerated learning is to develop all students' potential in order that they become God-mindful, believing, noble, competent, knowledgable, autonomous, responsible students (art 4). All students attending accelerated-learning schools are entitled to an Islamic education, and are to be afforded protections from conduct that contradicts religious, legal, and customary norms (art 14(1)).
